The Organizational Effectiveness Department is composed of the Practice Improvement, Independent Living, and Transfer of Learning Units. Together they conduct research and evaluation and provide technical assistance and support to child welfare agencies implementing evidence based practices that support positive outcomes for children and families. The work of the Organizational Effectiveness Department supports safety, permanence, and well-being for all children in Pennsylvania through organizational development efforts designed to promote practice improvement.
